Cutlet made with minced beef with minced cabbage is called "Menchi katsu" in Japanese. I don't know where is the origin of this dish but it's one of the popular Yoshoku dishes and they're usually sold at meat shops.
「メンチカツ」牛ひき肉にキャベツを入れた普通のメンチカツ。コロッケやメンチカツは衣を付ける事でカロリーが増すので、あまり作らないがたまに食べると美味しい。
